Energy from slow moving rivers or tides.

Way back in high school I proposed this idea to literally drag energy from slow moving bodies of water.A long loop of joined barges.  Each barge has a  moveable vane which deploys downward into the water mass as the barge floats downstream and then retracts as the barge begins its upstream journey.
